chanters in minor keys

Have any of you pipemakers ever made a keyless chanter in a minor key? How difficult would it be to make a keyless chanter in Em, for example?

There are no technical problems with this. Nigel Richard makes chanters in various modal scales. I made a NSP D chanter with top C as natural when fingered, with the C# on a key. This chanter also has a normally open key over the E finger hole, with a tab , since the owner has lost the end of his finger.
Cheers
