Does anyone know this piper?

Dear pipers,

I just bought this little oil painting of a Northumbrian piper:

It seems to represent a real (rather than a fantasy) person, and the pipes are painted in beautiful detail. There is the sea and a church visible in the background. I estimate the painting to date from the mid-19th century.
I would be very grateful for any information on the identity of the sitter, details about the instrument, or the location that the portrait is set in.
