Neglected pipes

I recently bought back a set of Burleigh pipes that I sold to someone 20 years ago. I don't think she ever took them out of the bag.
The bag and bellows are OK and some of the drone reeds (Colin Ross) still speak but the instrument is so breathe hungry that it's almost unplayable.
The bag and bellows I made three decades ago and with the drones turned off and the chanter strangled there is no air loss.
The drone reeds are a mixture of cane reeds in two drones and hybrid (brass bodied) reeds in the other two. The chanter reed is from Iain Allen and is quite hard but rings like a bell.
I have to assume that it's a reed issue and it seems to be drone related. With the drones turned off the bellows only need to work a little bit too keep the bag and chanter fed but when I add the drones I look like a duck trying to take off!
Any tips on economical drone reeds?

A set of Richard Evans drone reeds are a good bet.
